JILI1 Legal Age for Online Betting: Why 21 Is the Line
By JILI1 Editorial Team

“I can open a GCash account at 18, so I can bet at 18” is a common mistake behind underage sign-ups, and it costs more than a closed account. GCash does take Filipinos aged 18 and over, but the legal age for online betting is set by PAGCOR, and PAGCOR’s line is 21. A win on an account you were never allowed to open is not something to build plans around. The better move is to check five rules before any sign-up, starting with your own age.
If you reached this page looking for cockfight betting: the nationwide e-sabong suspension that began in 2022 still stands, and this site offers no way to bet on cockfights.
Legal age for online betting: five rules
- The age is 21. PAGCOR’s responsible gaming page lists under-21s ahead of every other barred group, keeping them out of venues and out of online play alike. It grounds the rule in PD 1869, which RA 9487 amended.
- Some adults are barred at any age. The same list also covers people working for licensees or holding a Gaming Employment License, soldiers and police (AFP, PNP), civil servants and government officials, plus every name on the NDRP, the register of restricted persons PAGCOR keeps.
- Only licensed platforms are legal. Before you play or pay, PAGCOR wants you to confirm the site is one it licenses; its lookup is pagcorguarantee.ph, and its brand-and-domain lists currently carry the date 20 October 2026.
- E-sabong stays suspended. On 3 May 2022, e-sabong stopped nationwide. President Ferdinand R. Marcos Jr. then signed Executive Order No. 9 on 28 December 2022, ordering that halt to continue.
- Players carry risk too. Joining unauthorized gaming is itself punishable by law, as a PAGCOR advisory from 12 April 2023 points out.
JILI1 legal age on the lobby
The brand’s own lobby states the same floor. Its footer gives a minimum age of 21 (“hindi bababa sa 21 taong gulang”), and on a phone the sign-up form adds a tick-box in which the player confirms being 21 and accepting the terms. Ticking a box does not make anyone 21.
Casino age limit Philippines: venues and online alike
Land-based play has no lower age limit of its own here. PAGCOR’s RG Code of Practice makes operators display that players under 21 are not allowed, and the agency’s exclusion page signs off with the same 21-and-above line. The age limit is the same whether you walk into a venue or open a phone.
E-sabong since 2022, and what POGO means
| Date | What happened |
|---|---|
| 3 May 2022 | A nationwide suspension of e-sabong operations was implemented |
| 27 May 2022 | BSP Memorandum Circular 2022-026 limited BSP-supervised institutions to government-authorized gambling businesses |
| 28 December 2022 | Executive Order No. 9 directed the continued suspension nationwide |
| September 2024 | PAGCOR’s chairman said there are no plans to revive e-sabong |
The order’s first section reaches every kind of e-sabong activity: streaming cockfights to audiences outside the cockpit, and taking remote or off-cockpit bets on those streams, no matter where the betting platform is based. Licensed traditional cockfights held in cockpits are outside the suspension, and PAGCOR has said it will follow the order.
POGO meaning
PAGCOR’s own text spells POGO out as Philippine Offshore Gaming Operations. Its notice of 2 February 2025 branded the letters and texts then circulating about POGOs reopening as disinformation.
Red flags to watch for
- A site with no age question at all, or one that accepts an age under 21.
- An “online sabong” link, stream or betting group, presented as legal or “back”.
- A PAGCOR logo or certificate with no matching domain on PAGCOR’s lists.
- A text or letter claiming POGOs have reopened.

Promo wording is decoded in the casino terms glossary for promos, the rest of the JILI1 blog articles cover money and games, and the brand’s sign-up form is described on the JILI1 register age tick-box page.
How to Get Started
-
Check your own eligibility
Confirm two things: your age is 21 or more, and you belong to none of PAGCOR's barred groups: government officials and employees, AFP or PNP members, people on the NDRP, or employees of licensees and GEL holders.
-
Check the platform's domain
Before you sign up or pay anything, look the exact domain up in PAGCOR's GSA list PDF and on pagcorguarantee.ph.
-
Check the game type
If the offer involves online cockfight betting, stop there: under Executive Order No. 9 of 2022, e-sabong remains shut across the country.
