JILI1 CVV and 3D Secure: Why a Card Payment Fails

The CVV is the 3 or 4 digit security code that proves the card is in your hand, and 3D Secure is the issuer's own check on top.

A card payment that stops at the security code, or at the bank’s own check, wastes your time and your nerve. The CVV is the first of the two steps, and 3D Secure is the second. This page sets out each cause as GCash, Maya, Visa, Mastercard and the Bangko Sentral publish it, with a fix beside each, so a JILI1 card or wallet payment problem gets a plain answer. The wider cashier picture sits in the JILI1 payment methods hub.

What the CVV is, and the cause when it is wrong

Mastercard’s developer glossary defines the card security code, also called CSC, CVV2, CVC2, 4DBC or CID, as the card scheme’s name for the 3 or 4 digit non-embossed code used to verify that the card is in the payer’s possession. GCash and Maya both tell you where theirs sits.

CardWhere GCash or Maya says the CVV is
GCash CardThe CVV on the back of your GCash Card
Maya physical cardThe Security Code on the back of the card
Maya virtual cardIn the Maya app: Cards, then Wallet Cards, then show details, listing the CVV2 or security code
Problem

The checkout rejects the CVV, or the page says the card details are invalid.

Fix

Re-enter the code from the card itself, or from the app’s show-details screen for a virtual card. Check the number, the expiry and the name too, since Maya’s online checkout asks for all four. Never read the code out to anyone: Visa Philippines tells you not to expose your PIN or CVV, and GCash and Maya both say they never ask for it.

Card verification before the first online payment

Some cards need a first step before online use works. GCash’s card pages say that after you activate a GCash Card it works at once in store and at ATMs, and that you should wait 6 hours before shopping online. To enable online payments, GCash says to make a PIN-based POS purchase or ATM withdrawal first and wait at least 6 hours.

Problem

A GCash Card is declined online right after it was linked.

Fix

Run GCash’s checklist from its page “Can’t pay using my GCash Card”: the card is activated and not locked, the 6-hour wait after the first PIN-based transaction has passed, the wallet balance covers the amount, and the payment is inside the wallet and card limits. If it still fails, GCash says support replies within 24 hours.

3D Secure: the issuer’s second check

The Mastercard glossary describes 3-D Secure as a protocol for authenticating payers, developed by Visa and now adopted by Mastercard, JCB and American Express. It names the versions Visa Secure, SecureCode, J-Secure and SafeKey, and says the payer is redirected to an Access Control Server run by the issuer.

Visa Philippines describes Visa Secure as a program that helps ensure payments are made by the rightful owner. The bank may use a one-time passcode or biometrics, and Visa says the issuer may ask for more when you use a new device or make an unusually large purchase. If you are not prompted, Visa says the check is likely happening in the background and a revolving wheel may show.

Problem

The payment stops at an OTP or security check, or the page hangs on a spinning wheel.

Fix

Wait while the wheel turns, then complete the one-time passcode or biometric step your bank asks for. GCash lists an incomplete OTP or security check as a reason a linked-card payment fails, so a missed or expired code means starting the payment again. Visa says no download, install or registration is needed for the check itself.

Card declined: when the bank says no

GCash’s page for linked cards states plainly: “Your bank declined the payment. Contact your bank to check for blocks or limits.” The Bangko Sentral’s Circular No. 1213 requires automated, real-time fraud monitoring systems to identify and block disputed, suspicious or fraudulent online transactions, so a decline can come from the bank’s own monitoring. Only the issuing bank can tell you the reason for one particular decline.

Problem

The card is declined and the wallet or card shows enough money.

Fix

Contact the issuing bank and ask whether a block or limit applies. Check the wallet’s own limits: GCash says separate limits may apply to the GCash Card on top of wallet limits. GCash also lists card payments being unavailable for a merchant, and temporary issues at GCash, the bank or the card network, as other causes.

The charge is pending, not taken

GCash says a pending charge may be an authorization hold that is released according to the issuer’s timeline. If a payment shows as taken and the shop did not receive it, check the bank app first and note the merchant name, amount, date and status.

Problem

The card shows a pending charge but the merchant says nothing arrived.

Fix

Open the bank app, note the merchant name, amount, transaction date and status, and show them to the merchant. Give GCash only the last 4 digits of the card. The number to quote for a wallet payment is explained in finding a transaction reference number.

Still not working?

  1. Contact the bank that issued the card, since it investigates and may start a dispute under the applicable Visa or Mastercard rules, per GCash’s wording for linked cards.
  2. For a GCash Card, ask GCash support through the card’s help page; for a Maya card, use the 24/7 chat in the app or the hotline at (+632) 8845-7788.
  3. Look at the calendar before you expect a quick bank reply: the Philippine bank holidays calendar lists the days banks may be closed.
  4. If the failed payment was meant for a casino deposit, the lobby’s own deposit screen shows the channels and receiving details at that moment, and the JILI1 GCash deposit steps page covers the wallet route.

For a card in general, the debit and credit cards casino reference lists what the card schemes publish.

Where the JILI1 lobby fits

The JILI1 lobby’s own promotions name GCash and Maya, and its withdrawal terms mention a bank card. No cashier is visible before login and no JILI1 amount exists to quote here. Enter card details only on the screens you reach after logging in to the lobby, and read each channel there.

FAQ

What is a CVV?

Mastercard's developer glossary calls it the card scheme's name for the 3 or 4 digit non-embossed code on a card, used to verify that the card is in the payer's possession. Different schemes call it CVV2, CVC2, CSC or CID.

Ano ang 3D Secure?

Per Mastercard's glossary, 3-D Secure is a protocol for authenticating payers, first developed by Visa and now also used by Mastercard, JCB and American Express. Visa calls its version Visa Secure, and the bank may ask for a one-time passcode or biometrics.

Should I ever give my CVV to someone who calls me?

No. GCash says it will never ask for your full card number, CVV, expiry date, OTP or MPIN. Maya says never to share your password, OTP, card number or card CVV with anyone, even its representatives.

Why was my card declined when I have enough money?

GCash lists the bank declining the payment, an incomplete OTP or security check, card payments being unavailable for that merchant, and temporary issues at GCash, the bank or the card network. Contact your bank to check for blocks or limits.
